Washington Department of Fish and Wildlife Facility Condition Assessment

 

In 2008, MENG Analysis conducted a comprehensive facility condition assessment (FCA) for the Washington State Department of Fish and Wildlife (WDFW). Over a period of 3 months, MENG Analysis completed condition surveys for 496 facilities spread across 89 sites, including Wildlife Areas, Fish Hatcheries, Operation and Maintenance Centers, residences and administrative facilities throughout the State of Washington.

MENG Analysis levered a multidisciplinary team of FCA experts to assess architectural, electrical, mechanical, specialized fish hatchery related systems and site/civil development for the WDFW sites and facilities. As a result, the facility condition reports provided detailed assessments, which indicated that although fish hatcheries exhibited the greatest backlogs of maintenance and repair (BMAR), those hatcheries benefiting from private utility support were in significantly better condition. The FCAs included qualitative condition assessments as well as a listing of major maintenance needs and deficiencies with their estimated costs for repairs for each of the systems. Revisions to the facility inventory list were also documented by the FCA team. The results of this FCA Study not only helped WDFW document the cost of major repairs but will support their 10 year capital planning effort and serve as an important basis for future maintenance and capital funding request.
